PM Modi To Skip UN Session, Jaishankar Likely To Represent India

New Delhi | September 6, 2025 : Prime Minister Narendra Modi will not be addressing the General Debate at the 80th session of the United Nations General Assembly (UNGA) later this month. Instead, India is expected to be represented by External Affairs Minister S Jaishankar, according to the revised provisional list of speakers released on Friday.

Change in India’s Representation

The 80th session of the UN General Assembly opens on September 9, with the high-level General Debate scheduled from September 23 to 29. Traditionally, Brazil delivers the first address, followed by the United States. This year, US President Donald Trump is set to make his first speech to the UN in his second term on September 23.

According to the earlier provisional list released in July, PM Modi was scheduled to speak on September 26. However, the revised list indicates that India will now be represented by a minister, with Dr. S Jaishankar expected to deliver the country’s address on September 27.

The same day will also feature speeches from leaders of Israel, China, Pakistan, and Bangladesh, highlighting a crucial day for South Asia and global diplomacy.

Diplomatic Context

PM Modi last visited the United States in February 2025 for a bilateral meeting with President Trump at the White House. The talks came at a tense time, as the US had imposed tariffs totaling 50 percent on Indian goods, including a 25 percent tariff on India’s purchase of Russian oil. While the two leaders discussed trade frictions, global conflicts, and energy security, the issues remain central to India’s foreign policy agenda.

The revised UNGA speaker list underscores the flexibility of the forum, as the schedule remains provisional and subject to changes until the start of the high-level week.

A Busy UNGA Session

The 80th session carries special significance as it marks the 80th anniversary of the United Nations, with the theme: “Better Together: 80 Years and More for Peace, Development and Human Rights.” A commemorative meeting will take place on September 22 to celebrate the milestone.

This year’s General Assembly takes place against the backdrop of the ongoing Israel-Hamas war and the Ukraine conflict, both of which are expected to dominate discussions.

In addition, the UN will hold a series of important high-level meetings:

UN Climate Summit (September 24): A platform for world leaders to present new climate action plans and outline strategies for transitioning into a clean energy era.

Gender Equality Conference: To mark the 30th anniversary of the Beijing Declaration and the Fourth World Conference on Women, leaders will reflect on progress and gaps in advancing gender equality and women’s empowerment.

Summit for a Sustainable, Inclusive and Resilient Global Economy.

Noncommunicable Diseases and Mental Health and Well-being Dialogue.

30th Anniversary of the World Programme of Action for Youth.

Launch of the Global Dialogue on AI Governance.

International Day for the Total Elimination of Nuclear Weapons.

Situation of Rohingya Muslims and Minorities in Myanmar.

Looking Ahead

The General Debate remains the most visible stage for world leaders to outline their priorities, critique adversaries, and set the tone for global cooperation. While PM Modi’s absence this year is notable, India’s voice will still resonate strongly through Dr. Jaishankar’s address, particularly on issues of security, climate, trade, and global south solidarity.
