Haryana Govt Bans Gutka, Pan Masala and Other Oral Tobacco Products for One Year

The Haryana government has issued a one-year ban on the manufacture, sale, storage, and distribution of gutka, pan masala, kharra, and similar flavoured or scented tobacco products. This move, announced by the Food Safety Commissioner Manoj Kumar, aims to address mounting health concerns tied to oral and respiratory illnesses, heart disease, and possible genetic damage tied to these widely used products. According to the official notification, the ban also includes products that have been adulterated with banned chemical additives and heavy metals, as well as those using silver leaf or binders harmful to health. High consumption zones, especially in districts such as Nuh, will be closely targeted for enforcement. Complementing the ban, the government plans to launch awareness campaigns to educate the public about the dangers of these products. These initiatives will especially focus on regions with high use, such as border areas and rural pockets, where regulation enforcement has historically been weak. Health department officials say the decision is backed by scientific studies and past precedents in other states. The ban is being enforced under Section 30 of the Food Safety and Standards Act, 2006. Violations will invite legal action, including penalties and seizure of stock. Food Safety Officials will collaborate with local law enforcement to ensure compliance, and periodic checks will be conducted in markets, shops, and manufacturing units. State health experts have welcomed the decision, calling it a bold step for preventive public health. Opposition parties have raised concerns about the economic impact on small shopkeepers and manufacturers, urging the government to support those affected by the ban. In response, the government has indicated it will consider relief mechanisms for small businesses in a phased manner.
