Haryana Government Pushes for Madrasa Modernization, Faces Concerns from Muslim Community

Nuh, Haryana, September 15, 2025

The Haryana government's ambitious push to modernize madrasa education is facing a mixed reception, with religious leaders and community members in Nuh district expressing a combination of cautious optimism and deep-seated concern. The initiative, spearheaded by Chief Minister Nayab Singh Saini, aims to integrate madrasas and gurukuls into the state’s mainstream education system by mandating their registration with the Haryana State Education Board. The move is intended to provide students with a blend of traditional religious education and modern subjects such as mathematics, science, and computer skills, while also making the institutions eligible for government financial aid. While the government has framed the policy as a step toward inclusive growth and educational empowerment, some within the Muslim community fear it could infringe on the autonomy of their religious institutions. Madrasa officials in Nuh, a district with a significant Muslim population and around 135 madrasas, have stated that they are not opposed to modern education. Many have already incorporated subjects like English and science into their curriculum, recognizing the need to equip students with skills for a rapidly changing world. However, they are wary of a top-down approach that could be perceived as a forced imposition. A former madrasa student and graduate of Jamia Millia Islamia, Mohammad Salim, suggested that the government should allow these institutes the freedom to choose their preferred education board, be it CBSE, CISCE, or the state board. This sentiment was echoed by others who believe that a more consultative and collaborative approach would yield better results. On the other hand, some madrasa trustees are openly embracing the government’s proposal, recognizing that a modern curriculum is essential for their students' future relevance. The government, for its part, has reiterated its commitment to dialogue and has stated that it will work with stakeholders to address their concerns. The success of this policy will depend heavily on the administration's ability to navigate these complexities and build trust with the community, ensuring that the modernization drive is seen as a genuine effort to empower students rather than an attempt to dilute traditional education.
