AP Assembly Unanimously Endorses GST 2.0 Reforms, Calls It a Boost for Economy and Transparency

The Andhra Pradesh Legislative Assembly has unanimously passed a resolution in support of the newly rolled out GST 2.0 reforms, describing them as a transformative measure for the state’s economic future. Chief Minister N. Chandrababu Naidu hailed the reforms as a “combined Dasara-Diwali gift” to citizens, asserting that simplification of the tax structure will lead to less red tape, improved compliance, and enhanced transparency. According to the resolution, the revised five-tier GST slab system is expected to rationalize taxation across sectors including agriculture, health, education, dairy, and industry. Lawmakers pointed out that many businesses, especially small and medium enterprises, struggle under complex tax regimes that differ from district to district. Through uniform slabs and clearer categorizations, the reforms aim to reduce the compliance burden and reduce litigation arising from ambiguity. Deputy Chief Minister K. Pawan Kalyan emphasized that even though GST 2.0 might lead to some short-term revenue adjustments for the state, the broader impact—stimulating growth, increasing ease of doing business, and boosting consumption—will far outweigh them. Government estimates presented during the session suggest that the reforms could generate benefits of up to ₹2 lakh crore for citizens if properly implemented, especially benefiting rural areas where tax administration has been patchy. As part of the resolution, the state government has sanctioned a public awareness campaign to begin from September 22, aimed at educating citizens and businesses about the new GST categories, correct invoicing practices, and grievance redress mechanisms. Officials said remote areas would be covered through special outreach programs and mobile tax help centers, ensuring that even those with limited access to digital resources are not left behind. Members of the opposition expressed cautious optimism. While supporting the resolution, they raised concerns over potential revenue shortfalls and urged the government to provide clarity on compensation for states, and the transition cost for businesses adjusting to new slabs. The government assured that mechanisms are in place to monitor implementation and manage fiscal impacts. In closing, Chief Minister Naidu reiterated that Andhra Pradesh sees the reforms as part of its vision “Swarnandhra-2047,” where economic progress, social welfare, and infrastructure will move in tandem. The resolution signals strong political consensus, and officials involved say they consider this a major legislative achievement with long-term consequences for transparency, investment, and citizen trust.
