According to official data, 46,223 road accidents have been recorded across the state till November 2025, highlighting a growing social and public safety challenge. Speaking at a high-level review meeting, the Chief Minister emphasised that road safety cannot remain a routine administrative task but must evolve into a people’s movement. “Even a single death causes lifelong pain to an entire family,” he said, calling for firm action, mass participation, and sustained behavioural change among drivers and citizens. The campaign will follow the 4E model of road safety: education, enforcement, engineering, and emergency care. CM Yogi directed authorities to focus equally on all four pillars. Education and awareness campaigns will begin in the first week of January, using real-life accident case studies and materials displayed at all administrative levels to highlight the consequences of negligence. Organisations such as the National Cadet Corps, National Service Scheme, Scouts & Guides, Civil Defence, and Disaster Mitras have been tasked with ensuring public involvement. Enforcement measures will be strict, particularly for habitual offenders. Driving licences of repeat violators will be seized, and vehicles will be impounded. District magistrates have been instructed to prepare district-specific action plans, targeting black spots and accident-prone areas, including those with faulty engineering, poor signage, blind curves, or improper speed breakers. Road-owning agencies have been asked to conduct regular safety audits and ensure only table-top speed breakers are installed. Engineering measures will include correction of black spots and improving road design to prevent accidents. Authorities are also directed to address illegal roadside parking, unauthorised stands, stunt riding, unfit vehicles, and overspeeding, ensuring roads are used safely and efficiently. Emergency care, or the Golden Hour, will be strengthened through improved ambulance response times, better coordination among Home, Transport, PWD, Expressway Authority, and Health departments, and integration of private trauma hospitals into accident response networks. Quick medical care is expected to save many lives in case of accidents. CM Yogi called for a behavioural shift, stating that awareness alone is not enough. Citizens must understand that traffic rules are directly linked to their lives and the safety of their families. The statewide initiative aims to combine strict enforcement with education and infrastructure improvements, making UP’s roads safer for everyone. This step comes as a critical response to the alarming rise in road accidents, reflecting the government’s determination to reduce fatalities and instill a culture of responsible driving across Uttar Pradesh.
