Vice-President addresses 2024-batch IAS officer trainees at LBSNAA Mussoorie, calls for citizen-centric governance and technology-driven administration

Mussoorie, August 20, 2026: Vice-President C. P. Radhakrishnan on Thursday addressed the valedictory programme of Phase-II training of the 2024-batch IAS officer trainees at the Lal Bahadur Shastri National Academy of Administration (LBSNAA), Mussoorie, urging the young civil servants to make “Seva Bhav” and “Kartavya Bodh” the guiding principles of their careers.

Congratulating the officer trainees on successfully completing their training, the Vice-President said the civil services have made significant contributions to India’s development and continue to serve as a vital link between policymaking and implementation at the grassroots level.

Civil servants key to achieving Viksit Bharat @ 2047

Referring to India’s vision of Viksit Bharat @ 2047, Radhakrishnan called upon the officers to ensure that development remains inclusive and reaches the last mile.

He urged the young administrators to focus on transforming lives in even the remotest parts of the country and ensuring that every citizen’s grievance is heard and addressed.

“Sevabhav and Kartavyabodh” should remain their guiding mantra, he said, emphasising that public service must ultimately be measured by its impact on people’s lives.

Focus on teamwork, not individual excellence

The Vice-President stressed the importance of teamwork in public administration and encouraged the officers to pursue team excellence rather than individual or group excellence.

He called upon them to build cohesive teams, motivate colleagues and carry forward good practices established by their predecessors. According to him, effective administration depends not only on individual capability but also on the ability to bring people together around a common objective.

41% of 2024 batch are women

Highlighting the growing representation of women in the civil services, Radhakrishnan noted that around 41 per cent of the 2024 batch comprises women officers.

He described the trend as a powerful reflection of Nari Shakti, where talent rises above stereotypes and determination overcomes barriers.

Embrace AI and emerging technologies

The Vice-President also urged the officer trainees to make effective use of emerging technologies, including Artificial Intelligence, Natural Language Processing, Machine Learning and Blockchain.

He said technology can play a crucial role in improving administrative efficiency, transparency and citizen-centric service delivery. At the same time, he emphasised the need for continuous learning and adaptability to ensure that civil services remain future-ready.

Integrity is the foundation of public service

Radhakrishnan underlined that character and integrity are fundamental to effective public service. He said true leadership is not determined by power or position but by the ability to act ethically, particularly in difficult circumstances.

He urged the young officers to uphold integrity in every aspect of their professional responsibilities and remain committed to the larger public interest.

Concluding his address, the Vice-President called upon the officer trainees to make their careers meaningful by bringing positive change to people’s lives, particularly in remote and underserved areas, while ensuring that citizens feel heard, respected and empowered.

Uttarakhand Governor Lieutenant General (Retd.) Gurmit Singh, Agriculture & Farmers Welfare and Soldier Welfare Minister Ganesh Joshi, and LBSNAA Director Dr. B. Rajender were present on the occasion.
