Opposition Moves No-Confidence Notice Against Lok Sabha Speaker, Tensions Rise in Parliament

New Delhi |  10 Feb 2026 : The political face-off in Parliament intensified on Tuesday after Opposition parties submitted a notice of no-confidence against Lok Sabha Speaker Om Birla, deepening the ongoing confrontation with the government over the conduct of House proceedings. According to sources, the notice is supported by  more than 100 Members of Parliament, showing a united move by the Opposition.


Congress MP Gaurav Gogoi confirmed the submission, saying, "At 1.14 pm today, we submitted notice for no-confidence motion against the Lok Sabha Speaker under Rule 94C of rules and procedures." Congress sources later told news agency that as many as 118 MPs have signed the notice seeking the Speaker’s removal.Under Article 94(c) of the Constitution, the Speaker can be removed through a resolution passed by the Lok Sabha, but only after a mandatory 14-day notice period. The decision to move the notice comes after days of internal discussions among INDIA bloc leaders, amid repeated disruptions and adjournments in the House.


The Opposition has raised several complaints, including the denial of speaking time to Leader of the Opposition Rahul Gandhi, suspension of Opposition MPs, and what they describe as a lack of action against BJP MP Nishikant Dubey over his remarks. They have also objected to allegations that women MPs posed a threat to the Prime Minister, calling such claims unacceptable.


On Monday, senior Congress leader K C Venugopal hinted that a strong step was imminent and openly criticised the way the Lok Sabha has been functioning. "As per the Parliamentary rules, the Leader of Opposition is a shadow Prime Minister. But here, the LoP is not being allowed to speak in the House. The government can say anything and attack anyone," he said. Venugopal further alleged bias by the Speaker, adding that Opposition voices were being deliberately sidelined.


Referring to international trade discussions, Venugopal said, "US-India trade deal was somewhat shocking and the Leader of Opposition wants to mention a few things about it to the Speaker, but that was also not allowed. The government wants to preserve the Parliament for itself." He claimed such an attitude towards the Opposition had never been seen before. Sources said the issue was discussed in multiple meetings attended by senior INDIA bloc leaders, including Congress president Mallikarjun Kharge. While some parties initially suggested submitting a formal letter listing grievances to the Speaker, a final decision was taken on Tuesday morning to go ahead with the no-confidence  motion.


The government, however, has downplayed the move. Parliamentary Affairs Minister Kiren Rijiju said the Opposition does not have the numbers required to pass the resolution. The notice comes at a time when the Lok Sabha has witnessed a prolonged deadlock, with repeated adjournments following Opposition protests over denial of speaking time during major debates, including the Motion of Thanks to the President’s Address.
