UP Government Introduces New Rules for App-Based Taxi Services Like Ola, Uber and Rapido

The decision was approved during a cabinet meeting led by Chief Minister Yogi Adityanath. Under the new framework, companies operating four-wheeler ride services will now be required to obtain official registration and a license before running their vehicles in the state. The cabinet has approved amendments to the Uttar Pradesh Motor Vehicle Rules 1998 along with the new “Motor Vehicle Aggregator and Delivery Service Provider Rules-2026.” As per the new system, companies will need to pay a registration fee of ₹25,000, while the license fee has been fixed at ₹5 lakh. Once a company receives the license, it will be allowed to operate any number of vehicles under its platform. The renewal fee for the license has been set at ₹5,000. Transport Minister Dayashankar Singh said the new rules aim to improve monitoring and ensure safety in the app-based transport sector. He referred to Section 93 of the Motor Vehicles Act 1988 and explained that the Central Government revised its guidelines on July 1, 2025, which the state will now implement. He stated, “In UP, Ola and Uber will now have to register,” highlighting that earlier such platforms were not fully regulated in the state. Under the new system, drivers will be required to undergo proper medical checks, police verification and vehicle fitness inspections before operating on these platforms. The transport department also plans to introduce a mobile application where information related to vehicle fitness, driver verification and registration details will be available in the public domain. Officials say the move will increase transparency, strengthen passenger safety and improve regulation of ride-hailing services across the state.
