Roadmap prepared for urban development under the 'Viksit UP@2047' vision

Lucknow, April 4 : Chief Minister Yogi Adityanath has set targets in line with the 'Viksit UP@2047' vision to ensure the long-term development of the state in accordance with future needs. In this direction, the state government has prepared a comprehensive roadmap to transform urban areas into modern, digital, accessible, and world-class cities.

The roadmap presented before the Chief Minister focuses on enhancing ease of living in cities, strengthening basic civic services, and ensuring a better quality of life for citizens through sustainable and balanced development.

According to the Chief Minister’s vision, urban areas will be developed as pillars of economic strength alongside efficient administrative systems.

Under this plan, the state capital Lucknow will be developed as a State Capital Region (SCR), along with the establishment of regional economic centers across the state.

These centers will emerge as major hubs of economic activity. Their development will be aligned with the state’s natural and geographical conditions, thereby promoting investment, employment, and balanced regional growth.

Under the 'Viksit UP@2047' vision, a multi-modal transport system will be developed to modernize and make urban transportation more inclusive. This will include metro rail, rapid rail, electric buses, and smart traffic management systems.

The government aims to increase the share of public transport to 25 percent within this system. This will not only provide affordable transportation but also help reduce traffic congestion and pollution.

Additionally, under the 'Liveable Cities Mission,' the goal is to ensure that essential services such as healthcare, education, and markets are available within a 15-minute distance from citizens’ homes. This will save time and also contribute to reducing pollution.

To strengthen urban governance, a GIS (Geographical Information System)-based property mapping and taxation system will be implemented, ensuring more transparent and accurate tax collection.

Alongside this, Integrated Command and Control Centres (ICCC) will be established for real-time monitoring, better coordination, and quick response in cities.

The government has set a target of making 100 percent of citizen services digital across all Urban Local Bodies (ULBs), which will improve transparency and service delivery.

The roadmap also includes plans to establish development authorities in all districts, ensure 100 percent water supply coverage, and develop theme-based townships.

The establishment of a Uttar Pradesh Urban Observatory will further promote data-driven planning and forecasting.

As per the roadmap, the 'Sponge City' initiative will be promoted to tackle climate change and environmental challenges.

This includes rainwater harvesting, rejuvenation of lakes and ponds, and preservation of natural drainage systems in urban areas.

The objective is to improve groundwater levels, reduce flood risks, and restore the urban ecosystem.

Additionally, large-scale waste-to-energy plants will be set up to achieve the goal of zero-landfill cities.

Under inclusive development, housing schemes for economically weaker sections and low-income groups will be accelerated. Through mixed land use and planned urbanization, better living standards for all sections of society will be ensured.

Through these strategic transformations in urban areas, cities in Uttar Pradesh will become self-reliant and inclusive.

Their development will be aligned with future needs so that by 2047, they are not only globally competitive but also capable of playing a leading role in global development.
