The initiative, valued at ₹7,500 crore, is aimed at promoting women’s self-employment, while also offering additional financial aid of up to ₹2 lakh to help them pursue entrepreneurial ventures in the future. Virtual Launch with State Leadership The launch took place virtually from Delhi, with Bihar Chief Minister Nitish Kumar, Deputy Chief Minister Samrat Choudhary, and other state ministers joining from Patna. Addressing women beneficiaries connected across districts, villages, and clusters, PM Modi remarked, “Bihar’s women now have two brothers, Nitish and Modi, working tirelessly for their progress and empowerment.” The announcement comes just months ahead of the Bihar Assembly elections scheduled later this year, marking the scheme as a significant welfare push by the NDA government in the state. Objectives of the Scheme According to the Prime Minister’s Office (PMO), the programme is designed to provide women with livelihood opportunities and greater financial independence. Under the scheme, one eligible woman from every family will initially receive ₹10,000 through Direct Benefit Transfer (DBT). Later, based on progress and assessment, they may avail of up to ₹2 lakh in financial support to expand their enterprises. The scheme encourages women to use these funds for activities like agriculture, animal husbandry, tailoring, weaving, handicrafts, and other small-scale businesses, fostering local economic growth and self-reliance. Key Features Each eligible family will have one woman beneficiary. The first installment of ₹10,000 will serve as seed money to begin self-employment. Additional financial support up to ₹2 lakh may follow in later phases. The scheme aims to build women’s economic independence and uplift Bihar’s rural and urban economies. Eligibility Conditions The government has laid down specific guidelines to ensure fair participation: A “family” is defined as husband, wife, and unmarried children. Unmarried women above 18 years of age without living parents will be treated as separate families. One woman from each eligible family within self-help groups (SHGs) in urban areas can apply. Non-members of SHGs must fulfill these criteria: aged between 18–60 years, not an income-tax payer, and neither applicant nor husband employed in government service (regular or contractual). Training, Marketing, and Community Support The scheme integrates a community-driven model. Resource persons from self-help groups will train and guide women in developing sustainable ventures. To aid business visibility, the government also plans to strengthen Gramin haat bazaars across the state, creating better platforms for marketing products. Over one crore women in Bihar participated in the launch event via video link at various levels, highlighting the government’s outreach to grassroots communities. Reactions and Political Significance Praising the initiative, Uttar Pradesh minister Narendra Kashyap said, “PM Modi has always prioritised the welfare of women.
