Centre Readies Tough Anti-Paper Leak Law, Cabinet to Review Draft

New Delhi, July 24, 2026 The Centre is set to strengthen the fight against examination paper leaks with a proposed law aimed at ensuring stricter accountability and restoring trust in the country's examination system. The draft legislation, which includes tougher legal provisions and stronger penalties, is expected to be taken up by the Union Cabinet before being introduced in Parliament. The move reflects the government's focus on protecting the interests of millions of students appearing for competitive and recruitment examinations. Prime Minister Narendra Modi announced the development through a video message on his official X account, saying, “More strict actions against paper leaks to come in tomorrow’s Cabinet!” He said the government understands the hardship caused by paper leaks for students and their families and noted that several actions taken over the past two-and-a-half months have led to the arrest and imprisonment of those responsible. He also highlighted that examinations for nearly 22 lakh students were conducted without delay, with results declared on July 19, bringing happiness to successful candidates across the country. The Prime Minister said the proposed legislation would strengthen the examination process by introducing fast-track courts and stricter punishment for those involved in examination malpractices. “This matter is likely to be discussed in the Cabinet tomorrow, and the proposal will be finalised after incorporating suggestions from Cabinet colleagues,” he said. He added that the government intends to introduce and pass the Bill at the earliest during the second week of the ongoing Parliament session beginning Monday. According to sources, the proposed law is expected to provide enhanced penalties for paper leak offences, ensure time-bound trials through fast-track special courts, and impose stronger accountability on institutions and individuals involved in examination fraud. With growing public concern over repeated paper leak incidents, the proposed legislation aims to reinforce the credibility of the examination system and restore confidence among millions of aspirants across the country.
